Thanks for the comment! I'm working on a longer form post on the Illinois tax specifically. Basically, the Governor is hoping that out of state companies (that don't have his tax built into their cost base) will regulate the in state company prices that are suffering under the tax. 

Your dry cleaning example is an excellent one. They will pass on their cost because people aren't going to drive five miles out of their way to save 2% (assuming businesses don't use the tax as an excuse to raise prices further). The Chicago area is already an expensive place to live and adding 2% on every transaction won't make it any cheaper. 

I really hope that the Legislature takes a long look at this.
